Lead Service Line Replacement Program

The Concord Public Works Commission is pleased to announce the creation of a special low cost Lead Service Line Replacement Program (LSLRP).  The American Water Works Association (AWWA) identifies the typical cost for a private contractor to replace a lead service lateral to be in the range of $5,000 to $6,000.  Such costs would not be considered unusual in Concord. To help accelerate and incentivize service line replacement activities, the CPW is piloting a more affordable alternative by employing in-house labor and materials, along with a very favorable and convenient payment plan. 

What Is the Cost?

The estimated cost for the replacement of a private lead water service line will not exceed $1,500.  The actual estimate for each individual service will depend upon the length of the service and the complexity of site conditions.  The Division will review each application based on existing site conditions and inform the applicant if they qualify for this special reduced rate.  Before any work is performed, you will be provided with a site specific estimated fee.

How Can I Pay?

All payments will be invoiced and received on your existing water service bill.  At the time of your application, you can choose to make payment for this work in one of the following methods;

  • One lump sum payment on your next water bill or
  • Six separate, interest-free installments that will be placed on your water bill over a period of 12-month period.

How to Apply?

In order to qualify, a property owner must submit a signed “Lead Service Line Replacement Request” form to the Water/Sewer Division (please contact the Water and Sewer Division for a copy of this form).  The Division will perform a site inspection to more accurately assess existing conditions to determine if there are any notable constraints that could complicate the lead service line replacement.  Unless there are any unusual site conditions identified (i.e. unusually long service length), the service fee will not exceed $1,500.  It is very important that you make sure you review the terms and conditions of this work to avoid any unnecessary confusion down the line.    

Please note: As this the Lead Service Line Replacement Program is being offered as a pilot program, it is unclear as to what level of interest there may be with this offering.  As such, please understand that all approved work will be scheduled and prioritized with consideration to the following criteria;

  • Service work must be done during regular construction season (between April 1st and December 1st),
  • Availability of the Town’s workforce,
  • Level of potential health risk to occupants, based on age, medical conditions etc.,
  • Emergency replacements attributed to individual service line leaks, and/or
  • Opportunities that would allow for efficient coordination with other municipal construction activities (i.e. water main replacement program).

Customers that are unwilling or unable to defer service replacement work until the Town is able to perform this work, or are unwilling to accept the terms and conditions of Private Water Service Line Replacement program, or who have a service requiring special work/permitting (i.e. ledge removal/wetlands) will be provided with a list of approved drain layers so that they can coordinate replacement work at their cost according to their own schedule.

Again, to keep the cost of service reasonable and affordable, the service replacement fees will only cover the basic replacement of the lead service lateral with modest grounds keeping repairs (i.e. loam and seeding). Inadvertent impacts and repairs required to restore stone walls, patios, gardens, special landscaping, etc. shall not be the responsibility of the Division. The release of claim form will include language regarding the limit of service work to be performed, while waiving liabilities to the Division should this work be done on private property.
