The Traffic Management Group (TMG) is a recommendation from the Transportation Planning Committee (TPC), a citizen panel that had been assembled by the Town Manager & Board of Selectmen. Their (TPC) charge was to study traffic issues in Concord.
The TMG is comprised of town-staff employees, including the Town Engineer, the Chief of Police/Safety Officer and the Director of Planning & Land Mgt. According to the procedures established by the TPC, the TMG entertains traffic calming petitions from residents and decides if a "problem" actually exists and what, if any, solutions may be appropriate. If there is an actual "problem" and a solution appears viable, it is typically instituted in the form of a 60-day trial period. After monitoring the impacts of the trial solution a decision is made by the TMG as to whether or not the solution is effective and acceptable. If the solution requires posting of enforceable, regulatory signage, a report is presented to the Board of Selectmen who ultimately approve or deny the permanent enactment of regulatory postings.
