Town Manager's Office

DATE:   April 29, 1993

TO:     Alfred J. Lima, Director of Planning and Land Management

    John R. Minty, Building Inspector

Michael J. Moore, Public Health Officer

    Richard S. Ryan, Fire Chief

    Daniel J. Sack, CMLP Superintendent

Harold W. Storrs, Public Works Director

Leonard Wetherbee, Acting Chief of Police

FROM:   Christopher Whelan, Town Manager

SUBJECT:   APP # 46, Rabies Control Plan

Enclosed please find a copy of the town's new Rabies Control Plan (APP # 46). This policy is intended to provide uniform guidelines to those departments that may investigate or come in contact with potential rabid animals or their carcasses. The Departments most directly affected have been following this policy for several months.

Since November of 1992, the Board of Health has tested one cat and six raccoons that were "acting strangely". None of these seven animals had the rabies virus. However, rabid raccoons have been found in both Acton and Littleton, so the disease could appear in Concord sometime soon.

Rabies is always fatal. Therefore, care should be taken whenever a potential rabid animal or its carcass is touched or handled. APP # 46 is an attempt to give employees the information they need to protect both themselves and the public.

This policy is likely to be modified as more information becomes available in the future. In the meantime, please review APP # 46 and direct any specific questions you might have about procedures to Mike Moore at the Board of Health.
