Strategic Planning Process

Concord Public Schools – Concord-Carlisle Regional Schools

 

1999—CPS Committee

The Long Range Plan

In September, 35 Concord community representatives, school leaders, and students began an intensive nine-month process of developing a five-year plan for the schools.  After an initial three-day session, more than 80 people have committed to the work of defining action plans.  The areas covered are 1) curriculum; 2) use of time; 3) school-community communications; 4) finance and funding sources; and 6) human and other resources.  The entire plan will be presented in 2000 for consideration by the School Committee and the community.

 

1999—CCRSD Committee

The Regional School District began two projects this year that will have an important effect on our system for many years.  In cooperation with the Concord Public Schools, we started a strategic planning process.  With the input of teachers, administrative staff, parents, students, and community members, we developed a vision and set of goals for the District.  These goals will be turned into action plans during the winter of 1999-2000, and a completed plan will be presented to the School Committee in the spring of 2000 for approval.

 

The Strategic Plan will chart the course of the District for at least the next five years, and will provide a frame of reference for us as we consider how to improve our curriculum and community involvement.  It will also be a key part of the High School re-accreditation process that will commence in 2003.

 

1999-Superintendent’s Report

Among the challenges that await us in 2000 are the completion of the strategic planning process, the need to address increasing enrollment, and the beginning of the school’s self-study to prepare for its decennial accreditation evaluation by the N.E. Association of Schools and Colleges in 2003.  In the fall, members of the community, parents, administrators, faculty, staff and  students were invited to participate in the development of a strategic plan for the Concord Public School and the Regional School Districts.  They developed a mission statement, belief statements, and strategic objectives for the districts.  Five action teams were formed to develop action plans related to the five strategic objectives regarding curriculum, time, communication, funding, and community resources.  Action team reports are scheduled to be presented to the larger strategic planning committee in the spring of 2000.  The adopted action plans will chart a course for the school system for the next five years.

Implementing the Strategic Plan

The Strategic Planning process that began in the fall of 1999 with a three-day meeting among 35 Concord residents entered its implementation phase in 2000.  Following the Strategic Planning Meeting, teams were established to develop action plans in five key areas:  Curriculum Priorities Process; Use of Time; School/Community Communication; Funding Sources; and Human/Other Resources.

 

The Strategic Planning Team prioritized the action plans and prepared a recommendation to the School Committee.  The School Committee supported the following implementation priorities for the next three years.  The first year’s goals are as follows:

 

Year 1 (2000-2001)

1.    Produce a document that aligns the current K-12 curriculum to the District’s Mission Statement and Strategic Objectives and to the State Frameworks.

2.    Establish a formal effort to increase substantially, over the next five years, the amount and breadth of non-traditional funding to support the Concord School systems.

3.    Increase trust and credibility between Concord citizens and Concord schools.

 

In September, the Superintendent solicited the community in order to create sub-committees to implement these and the remaining action plans.

 

2000-Superintendent’s Report (Edward Mavragis)

The strategic planning process begun last year continues with a major emphasis on creating consistent approaches to developing, implementing and evaluating curriculum as well as the creation of a five-year financial planning model to assist us in better forecasting the impact of our budget process.  Nearly 75 members of the community and staff participated in these planning activities.  Other goals will be implemented next year opening up the opportunity for additional community input.

2001-Superintendent’s Report (Edward Mavragis)

Dr. Nadine Binkley became our new Assistant Superintendent for Curriculum and Instruction.  Under her leadership, the systems goals adopted by the school committees closely follow those established by our Strategic Planning process two years ago.  The hiring of reading teachers to improve our early intervention with children at risk is making a difference in their lives.

 

2002-Superintendent’s Report (Eugene Thayer)

The strategic  plan for the Concord and Concord-Carlisle Regional School Districts developed in 1999-2000 called for a document to have been produced in 2000-2001 “that aligns the K-12 curriculum to the District’s Mission Statement and the Strategic Objectives and to the State Frameworks.”  Furthermore, it called for a document to have been produced in 2001-2002 that specified “what students should know and be able to do K-12 in light of the District’s Mission Statement and Strategic Frameworks,” and to “determine the curriculum priorities in light of what students should know nad be able to do.”  These documents have been produced for most course taught in grades K-10.  For some courses taught in grades 11 and 12, Student Learning Outcomes remain to be written.
