Cambridge Turnpike Improvement Project (CTIP), Design, Permitting and Public Involvement:
Following a rigorous and thorough selection process, the Town, through Concord Public Works, awarded the contract for this project to the Louis Berger Group (LBG). The Town of Concord, Concord Public Works and the Public Works Commission worked with LBG and their consulting team in the design and permitting phase of this project, including a proactive public outreach/public involvement program. The first step was a resident and stakeholder questionnaire to learn about individual perceptions of current conditions in the area and priorities. Early and ongoing input from the community and stakeholders is important to the success of the project.
The questionnaire was opened on August 17, 2012 and closed on September 14, 2012. A link to it was emailed to the Town’s News and Notices list and to Town Boards and Committees, and was posted on this page. A hardcopy was also mailed to 430 property owners, including immediate abutters. We received 222 responses. A link to the Community Questionnaire Report can be found on this page. We appreciate the time and effort residents and stakeholders took to provide their input, which was carefully considered in advancing the design to complete the draft Preliminary Design Report (PDR).
The questionnaire was just the beginning of the public involvement program. There will be many more opportunities to review information and provide feedback to the Town and project team.
The first public meeting was held on October 10, 2012 to present preliminary data from field investigations and the questionnaire, and to gather public comment. A second public meeting was held on December 11, 2013, where the draft Preliminary Design Report was presented and comments from the public were made. A primary focus of the CTIP is to construct improvements to the roadway to address flooding. The Town also views this as an important opportunity to design and construct improvements to the roadway and other public infrastructure to enhance the experience of the people who live in, visit and use the area. To the extent feasible, a project objective is to integrate several modes of transportation in an aesthetically pleasing manner, which complements the community’s character and is sensitive to the nearby environmental and historical resources that Concord residents and visitors value and enjoy.
The Town has received a so called 50% plan submission from its design engineering team which completes this phase of the project and has now retained CMA Engineers and awarded a design contract to advance the CTIP project through 100% design, project bidding and award. The Town is now moving ahead with the project development phase. Cost effectiveness for all components of the project is a key part of the final design development process.
