Overview

2006 marked the 50th anniversary of the Town's adoption of the Town Manager Charter in 1956. Concord joined a very small group of communities that chose to streamline executive authority and accountability by creating an organization with only two elected boards, the Board of Selectmen and School Committee, and a single Chief Executive Officer with responsibility to carry out the day to day operation of the Town. The success of Concord's government in recent history is attributable to the balancing of citizen involvement through a multitude of Town boards and committees, with the technical expertise and know-how of a professional staff.

Comprehensive Sustainable Energy committee

The Comprehensive Sustainable Energy Committee created by the Selectmen has initiated a dialogue on energy conservation that will be important in defining the Town's approach to energy management in the future. The timing of this dialogue fits well with the Municipal Light Plant's on-going effort to plan for the purchase of wholesale electric power to meet the Town's needs when our existing contract with Constellation Energy expires in 2009. cmlp is exploring acquiring contracts or an ownership interest in generating facilities, including facilities providing clean, renewable energy.

The past year was an exciting time to be involved in Town affairs. There were new beginnings and some sad departures. Concord is a dynamic and exciting place, with a rich array of opportunities, and a variety of significant challenges. The Town is fortunate to have citizens who are so involved in the growth and life of their community, whether they engage in public service or act through private charitable and other community-building work. And I thank the Town's highly professional staff for their creativity, commitment and caring.
