The Public Works Commission acts as the Town’s road, water and sewer commissioners, and advises the Public Works Director in the department’s efforts to maintain and protect the Town’s public works, utility and solid waste/recycling services. The Commission also advises the Town Manager, Planning Board and other Town boards on matters that concern Town water and sewer service, drainage and roads. The Commission is responsible for setting policy and rate schedules for water, sewer and solid waste services, for acting as an appeals board for water and sewer bills, and for approving minimum standards for the final layout of Town roads.
The Public Works Commission provides a forum for review of water, sewer and solid waste rates, the annual roads program, public street layout, and water and sewer extensions.
The ongoing activities of the Commission can be found throughout the year on the web at www.concordma.gov.
Highlights for 2007 included:
· Approval of a revised Toilet Rebate Program including new High-Efficiency Toilets, and the inclusion of commercial customers.
· Successful participation in the “Community Conservation Challenge”, along with the Planning Board, resulting in a 21% reduction in water use from the same period the prior year.
· A public hearing and Commission approval to increase curbside collection and disposal rates beginning in February.
· Review and support for the construction and use of the playing fields located at 500 Walden Street (Concord Carlisle High School).
· A public hearing and approval for the 2007 Roads and Sidewalk Plan.
· A public hearing and approval of the new water/sewer rates.
· A public hearing and approval of the 170 Fitchburg Turnpike water main extension.
· A public hearing and approval of the 306 Musketaquid Road water main extension.
· A great deal of effort was put to examining the current and future Wastewater Treatment needs for Concord, and in particular the document “The Status of Municipal Wastewater Treatment in Concord, MA Sept. 2007.”
· The Village Center Study Report was reviewed.
· A public hearing and approval of the Finigan Place water main extension.
