91B Main Street Surplus State Property for Affordable Housing
Project Overview:
The Concord Municipal Affordable Housing Trust (CMAHT), in partnership with the Town of Concord and the Commonwealth of Massachusetts, is evaluating the potential for affordable housing at the 1.45-acre surplus State-owned property located at 91B Main Street.
The Town’s 2022 Housing Production Plan [p.32] identified 91B Main Street as a non-Town-owned parcel which might be appropriate for affordable housing. In 2023, the Town approached the owner, the Massachusetts Department of Transportation (MassDOT), which agreed to sell the land to the Town at a reduced cost for affordable housing purposes. In 2024, the Town granted CMAHT $500,000 in federal ARPA funds with priority for acquisition of 91B Main Street. These ARPA funds must be expended by December 31, 2026.
The Concord Housing Development Corporation (CHDC) had preliminarily partnered with the Town to explore preliminary concept planning for the site by Dillis & Roy to develop concept plans that account for some of the existing site constraints, such as wetlands and topography. But in 2025, MassDOT determined that it could only transfer the property directly to a municipal entity, which included CMAHT but not CHDC.
So in early 2026, CMAHT voted to pursue acquisition of 91B Main Street, subject to completion of a clean Environmental Assessment report and to the Select Board’s prior approval for the Trust to acquire the property from MassDOT. The EA report is expected by March 2026, and the Select Board’s approval would be sought after that. If CMAHT were to proceed with acquisition of the property, the site would be offered through a Request for Proposals (RFP) to a qualified developer to design and construct deed-restricted affordable housing consistent with local and state goals. The Town of Concord and the Regional Housing Services Office would manage the RFP process on CMAHT’s behalf.
Timeline:
2023: The Town of Concord initiated discussions with the MassDOT regarding the potential to acquire the land for an affordable housing project.
2024: CHDC partnered with the Town to support preliminary concept planning for the site and hired Dillis and Roy.
December 2024: The Town awarded CMAHT an ARPA grant of $500,000 with 91B Main Street as a priority for use of those funds.
January 2026: The Town of Concord had Dillis & Roy develop an alternative six-unit conceptual plan to maximize affordable housing opportunities on the site.
February 2026: CMAHT voted to request Select Board’s approval to acquire the property subject to a clean Environmental Assessment.
March 2026: Phase I Environmental Assessment is in process.
